VILLAGE OF MANLIUS — For several months, the Village of Manlius has been working with a developer to move forward with a multi-phase project off Fayette Street, the village’s main thoroughfare.
On Oct. 5, 2021, the Village of Manlius Planning Board granted site plan approval to Fayette Manlius, LLC for a mixed-use development in a Planned Unit Development (PUD) district at 332 and 402-406 Fayette Street, across the street from the existing Madison Row offices and apartments.
According to Village of Manlius Codes/Zoning Enforcement Officer Mike Decker, the “Fayette Manlius PUD” will be built out in three phases.
The first phase will involve the construction of separate Starbucks and WellNow Urgent Care buildings.
The 1,963 square foot Starbucks will offer drive-through and walk-in services, and the 3,555 square foot WellNow will be a walk-in service building.
Within the past month, Decker completed the building code/zoning reviews for both structures.
He said he anticipates that the property’s owner, Rochester-based Caliber Commercial Brokerage, LLC — which also developed and owns the Madison Row complex — will break ground on the Starbucks and WellNow by fall 2022.
The second phase of the project will involve the demolition of the existing Express Sales car dealership building (332 Fayette St.) and the construction of a new three-story multi-use building.
The 12,643 square foot craftsman-style building will have offices and retail spaces on the first floor and apartments on the second and third floors. The plans call for a total of 20 residential units (one-, two- and three-bedroom).
The start date for this aspect of the project has not yet been determined, but Decker said he anticipates it will be sometime in 2023-2024.
“The third and final phase of the build out will consist of a future two-story multifamily structure accessible from Eureka Drive,” said Decker. “At this time, I cannot project when this will be built.”
On Jan. 4, 2022, during the village’s most recent meeting with the developer and its engineering firm, Excel Engineering, Inc., the discussion focused on the proposed signage for the project.
“This is still ongoing at this time,” said Decker.
Planning Board Chair John Urciuoli noted that this corner of the village has needed redevelopment for many years and he is excited about the project.
“In reviewing the proposed development, one important factor for the planning board was the developer’s commitment to building out the entire project, including not just the Starbucks and the WellNow but the multi-story mixed use building as well, and later the multi-family building,” Urciuoli said. “The planning board obtained assurance that, if the multi-story use building is not constructed on schedule, at the very least the car dealership building will be torn down and that portion of the site will be maintained as an attractive green space pending completion of the approved development.”

On April 26, the village board approved the proposed 2022-2023 village budget, which totals $7,375,274 and includes a two percent decrease in the village tax rate compared to the previous year.
According to Administrator/Clerk-Treasurer Martha Dygert, the approved budget lowers the village tax rate from $7.87 per thousand assessed value to $7.71 per thousand.
