Lysander officials have approved the appraisal and survey of Abbott Farms, a 400-acre parcel on the Cold Springs Peninsula and one of the three original properties eligible for the Transfer of Development Rights program.
Pomeroy Appraisal Associates, Inc. were hired at a cost not to exceed $8,000 for appraisal services and Phillips & Associates were hired at a cost not to exceed $16,800 for land surveying and mapping services. Councilor Jack Krisanda voted no to both proposals.
The services will be paid partially through grant money ($8,400 for survey grant; $5,100 for appraisal grant) and the town fund.
“It is our intent to recover [costs] when the [development rights are] sold,” said Supervisor Barry Bullis, referring to funds retained from profits made on the sale of development rights, which are designed to cover administration of the program.
While Phillips & Associates was the low bidder coming in less than half of the highest bidder (at $35,700), board members felt comfortable with the firm’s experience.
