The main topic of discussion by the Manlius Town Board at its April 8 meeting was to address citizens’ concerns about the Resort Lifestyle Communities planned development of a senior living center on the corner of North Burdick Street and Medical Center Drive in the town of Manlius.
The project, being proposed by Resort Lifestyle Communities, will be an 18,000-square-foot, three-floor senior living facility that includes 130 units of one-, two- and three- bedroom apartments. The minimum age for residents would be 55.
Tim Frateschi, the town attorney, said he had taken into account concerns about the project from residents and town board members alike to draft a special use permit resolution — most of those concerns related to traffic, drainage and construction issues like noise and smell.
As part of the special use permit conditions, construction would be limited to certain hours and there would be no blasting allowed at the site, said Frateschi. The project must also go back to the planning board for site plan approval, and a full stormwater prevention plan would need to be developed before approval for the project, he said.
In regards to traffic, the resolution would require Resort Lifestyle Communities conduct an additional traffic study after two years of being open to reevaluate the need for a right turn lane out on Medical Center Drive going into the facilities and other traffic safety concerns, said Frateschi.
The stipulations to the special use permit also include that the unused area of parcel owned by Resort Lifestyle Communities, about four acres located next to Starview subdivision, will have to go through a rigorous site plan approval before the company could put any sort of building or business there.
“I believe this resolution reflects to both the concerns of the public and the board when it comes to this project,” Frateschi said.
The town board will review the special use permit resolution and will likely vote on the matter at the April 22 town board meeting, 7 p.m. at Manlius Town Hall, 301 Brooklea Drive, Fayetteville.
