A Rochester man has been charged after allegedly filming men while urinating at the State Fair.
James Hurlburt, Jr., 47, of Falstaff Road, was charged by the State Police in North Syracuse. He was charged with second-degree unlawful surveillance and third-degree obscenity.
Police allege he sat in a bathroom stall in the New York State Fairgrounds in 2010 and filmed boys and men with a digital camera while they urinated.
He was arraigned in the town of Geddes and released on his own recognizance.
