The Baldwinsville Village Board was prepared to award its lowest bidder, Economy Paving, work on Lock Street roads, but instead rejected the resolution after hearing updates on where the project stands.
Village engineer Steve D’Arcangelo said the desire to create a boulevard and rain garden on Lock Street was dashed with the lowest bid coming in at $1.3 million.
“[It was] higher than what we anticipated and budgeted,” he said at the July 17 meeting.
A redesign with engineering firm Clough Harbor and Associates, LLP has resulted in compromising the original plan to reduce the cost, most of which was associated with the boulevard concept, D’Arcangelo said. Now, reconstruction will be fairly close to Lock Street’s existing footprint.
Parking will be provided on the south side of the road, or east bound lane, which is on the opposite side of where parking is currently being offered, and a leach field, or drainage field, will be installed beneath that parking lane.
“That leach field will take the stormwater from the street and it then recharges the groundwater as opposed to being a discharge to the river,” D’Arcangelo said. “That’s consistent with the Save the Rain program.”
The contract is in its final design and D’Arcangelo said he hopes to review it sometime late this week.
“We’re hoping it will be more in line with the available funding,” he said.
Trustee Mark Wilder said the redesign should not impact the developer’s conceptual design for the development of the property on the river side of Lock Street.
The board decided to wait until the next meeting to discuss refunding the security deposit received from Cumulus Broadcasting Company for the 95X Fest held June 21 on Paper Mill Island.
“There were no problems with cleanup, but we gave them a board level range of 90 to 100 decibels with a spike of 105 and the report was they were consistently above 100 decibels,” said Mayor Richard “Dick” Clarke.
Clarke and the rest of the board agreed to wait for a representative to be present so they could address the issues and complaints that were made that night.
Upstate Shows representative Eric Binion appeared before the board requesting a waiver of the Open Container Law and permission to use the parking lot in front of the Red Mill Inn from 9 a.m. to 11 p.m. on Saturday, Sept. 5 at Paper Mill Island. The board approved his requests, then discussed the issues the village had with the June 21 95X Fest performers. Binion, who lives in Baldwinsville, agreed to be the go-to contact for both the Aug. 7 and Sept. 5 concerts, and promised to stay within the decibels granted by the board to perform the Sept. 5 show. Dickey Betts, founding member of The Allman Brothers, will be performing on Thursday, Aug. 7; Bring Me The Horizon is set to perform on Friday, Sept. 5.
The board awarded lowest bidder, Baldwinsville-based R&R Roofing Contracting Corp. with the Village Hall roofing project at a price of $30,948. The company has 40 days from the date awarded, July 18, to complete the project. The project is estimated to take 10 days.
Trustee Mark Wilder addressed the problem of littering in the village, saying when he takes walks, he now brings a garbage bag. Wilder made an appeal to residents, that they ask those littering not to dump garbage on the streets. “It’s unappealing. Anything that people can do to help police the neighborhood, I think would be very helpful.”
Code enforcement officer Gregg Humphrey reminded residents that inflatable pools capable of holding 24″ of water or more require a pool permit, correct electrical installation and inspections.
“We need to make sure these are safe,” he said, referring to a 12-year-old Syracuse girl who died last year as a result of faulty wiring. “It’s a true concern.”
Additionally, if the height of the pool walls are under 48″, a fence is required.

Canton Woods Senior Center is hosting its annual car show from 5 to 8 p.m. on Monday, Aug. 4 on campus at 76 Canton St. in Baldwinsville. To participate in the show, there is slight registration fee. To attend as a guest, the event is free. On Thursday, July 24, the senior center will be the recipient of the 50/50 raffle at the B’ville Diner Car Show, located at Baldwin Square. Canton Woods representatives will be at the event to answer questions and hand out informational brochures.
Executive Director Ruth Troy also thanked the Department of Public Works for providing support during the center’s renovation project. The project cost $14,000 and was paid for with donated money, no taxpayer or municipal money was used to cover expenses.
The board approved to award the Police Department Exterior painting and Repairs project to Bouley Associates for a bid price of $72,721. The project will include chimney repair, the cleaning and removal of ivy, exterior painting, and repairs to the soffit as well as other building damage. The budgeted amount is $80,000.
The board will next meet at 7:30 p.m. on Thursday, Aug. 7 at Village Hall, 16 W. Genesee St. in Baldwinsville.
