On Aug. 11, the Village of Manlius Board of Trustees adopted a resolution accepting an application for a planned unit development (PUD) on Fayette Street.
The proposed PUD involves a multi-phased development of two lots totaling 4.376 acres.
Lot 1 (1.43 acres) is located north of the traffic light on Fayette Street near the Y-shaped intersection of Highbridge Road and New York State Route 257.
Lot 2 encompasses the former Lincoln car dealership and the ancillary buildings to the south.
Phase I of the two-phased project would involve rezoning to commercial status and development of Lot 1, which would feature a coffee shop with a drive-thru, as well as an urgent care center and surrounding parking.
“So it’s the area of the PUD that was approved three years ago,” said Administrator/Clerk-Treasurer Martha Dygert. “It’s just a portion of that PUD — so it’s the Fayette Street parcels and then the next one down where the car dealership was . . . [The application] is currently at the planning board; it was kicked from the village board to the planning board.”
Attorney Ted Spencer clarified that the village board must wait for the Village of Manlius Planning Board to make its determination before taking further action.
During his report, Codes/Zoning Official Mike Decker informed the board that the old dentist office next to the car dealership would be taken down within the next week to make plans for the possible Fayette Street PUD.
Decker also announced that the Village of Manlius Building & Zoning Department had a new building permit for the Bank of America building.
“Mr. Muraco [of Empire Management of CNY, Inc.] found a tenant for that existing building,” said Decker. “It’s going to be Cafe Kubal.”

Mayor Paul Whorrall reported that the Syracuse Metropolitan Transportation Council (SMTC) plans to conduct a traffic study in the village relating to pedestrian safety and mobility.
According to Whorrall, the study will focus on the Seneca St. corridor and extend to Troop K Road.
“I asked them to extend it down to Troop K Road, because even though there are a handful of houses that are [in the] town, it’s still a big connection to a major part of our village down on the west end,” Whorrall said.
Trustee Scott McGrew added that a lot of people from that neighborhood frequently walk into the village.
According to the mayor, the village will discuss the results of the traffic study with a committee including the SMTC, the New York State Department of Transportation, and Onondaga County.
“Then we will have a meeting with the business people to get their input, and after that we will have a meeting with the public to get their input,” Whorrall said. “This is something that is going to go on into 2021.”
Trustee Hank Chapman noted that the study aligns with the current work of the Village of Manlius Main Street Revitalization Committee.
“Paul and I are pushing really, really hard to make sure that [the SMTC] fully understand the traffic congestion needs that we have as it relates to the businesses on the corridor and making sure that they take all of that into account,” Chapman said. The board approved the recreation department’s request to hold on-site, outdoor “learn to fish” programs for small groups.
“We could [do time slots] and have a limit on the number of people,” said Rodriguez.
Manlius village board meetings are usually held the second Tuesday of every month at 7 p.m. at the Manlius Village Centre, 1 Arkie Albanese Ave., Manlius.
