The town of Lysander continues to tweak its revised Comprehensive Land Use Plan.
At the March 9 meeting of the Lysander Town Board, Town Clerk Lisa Dell presented the Onondaga County Planning Board’s comments on the CLUP.
Among the OCPB’s concerns were the cost of wastewater management infrastructure changes, the proposed Lamson Road Water District and the implementation of the proposed incentive overlay zoning district, which would allow developers to build higher-density lots in exchange for protecting farmland and other natural characteristics on the Cold Springs peninsula.
The OCPB also recommended the town continue its collaboration with residents, neighboring municipalities and the Onondaga County Department of Water Environment Protection (WEP) as the CLUP is finalized.
“We are certainly aware and concerned about the limited biological oxygen demand (BOD) capacity of the Baldwinsville Seneca Knolls Treatment Plant,” CLUP Committee Chair Bill Lester and Town Engineer Al Yager wrote in a letter to the OCPB. “However, please note that the incentive zoning overlay proposes that if treatment capacity is not available, the developer may be required to fund projects that would increase the capacity in exchange for the requested zone change to a higher density.”
Yager and Lester also noted that the Baldwinsville Central School District has earmarked $250,000 to replace the leach field at Palmer Elementary School, which could help offset the cost of expanding sewer service on the Cold Springs peninsula.
The town also intends to pursue a New York State Department of Environmental Conservation water quality improvement grant.
The revised CLUP does not provide for zoning changes for the proposed Lamson Road Water District. The current zoning discourages the construction of new roads in agricultural areas of the town.
“We feel that the existing constraint included in the current Town of Lysander Zoning Code, along with the draft CLUP, will be adequate to discourage any significant major development in this area,” Lester and Yager said.
The public hearing for the CLUP revision remains open. Residents may call, send written comments or speak during the public input session at town board meetings.
The town board will hold a work session to discuss CLUP revisions at 5 p.m. Thursday, March 26.

The town of Lysander will not spend already budgeted expenses for the Lysander Radisson Community Arena for 2015. The town will collect income and cover expenses dated until March 5, 2015, and the rink’s buyer, Home Ice 1, LLC, will assume expenses and collect income after March 5.
The article also incorrectly reported a statement from the Onondaga County Planning Board.
The OCPB said the proposed Lamson Road Water District, not the CLUP revisions, could change Lysander’s rural character to a more suburban area.
