Spencer served “citizens with honor and distinction in various part time capacities” from 1989 to 1992, and as a member of the Parks and Recreation Commission from March of 1994 until present. Joiner served “citizens with honor and distinction” as a member of the Parks and Recreation Commission from May 1989 to February 1992 and again from August 1998 until present.
