A former city of Syracuse Commissioner of Finance, Bill McIntyre, has been appointed comptroller for the town of Salina. At its Aug. 23 meeting, the town board made McIntyre’s appointment official.
He replaces outgoing Comptroller Stephen Vislosky.
McIntyre will be paid an annual salary of $30,000. The comptroller’s job is a part-time position. He’s expected to work at least 20 hours weekly, starting this month.
Town Supervisor Mark Nicotra pointed out that McIntyre possesses a wealth of prior financial management experience.
Last year, McIntyre retired from the Jamesville-DeWitt School District as its business administrator. Prior to that, he worked for two years in the business office of the Syracuse City School District.
During the administration of Syracuse Mayor Tom Young – from 1986 to 1993 – McIntyre served as the city’s commissioner of finance overseeing tax collection, debt management and all financial statements.
McIntyre also worked with Young when the future mayor was director of the New York State Fair. McIntyre was the fair’s business manager from 1976 to 1985. He graduated from Le Moyne College in 1976 with a bachelor’s degree in accounting.
Salina’s new money manager is chairman of the CNY Health Insurance Trust, fiscal oversight trainer to CNY School Boards, past president of CNY Arthritis Foundation, Jamesville-DeWitt JV golf coach and CYO basketball coach.
The town of Salina Comptroller’s Office includes the comptroller and three full-time staffers and one part-timer. The deputy comptroller is Linda Castle and staff members are Carol Pike, Sharon Scofield and Rose Zellar.
They’re responsible for financial record-keeping of all town funds and improvement districts, auditing payments to vendors, administering investments, preparation of payroll and tracking town employee benefits.
The comptroller delivers monthly and annual reports to the town board. The office also provides assistance for any Salina taxpayer submitting a claim against the town’s ambulance districts and coordinates calls regarding nuisance wildlife with the town’s licensed trapper.
